48 Hrs. Answer Writing, Copy Evaluation and Marks Improvement Cycle
- Step 1 (Answer Writing): Questions will be uploaded on the portal on the scheduled date at 7:00 AM. You have to write your answers on an A4 size sheet leaving margins on both sides based on the UPSC pattern. Mention your name on the 1st page and page number on each page. After writing the answer, Click pictures of each page of your answer sheet, merge them all in a single PDF and upload in the comment section of the same question. Answers should be uploaded before 7:00 PM on the same day.
- Step 2 In Next 48 Hrs (Copy Evaluation & Discussion): After evaluation, the first 50 copies will be uploaded on the same comment box and will be sent to you. In the evening 8:00 PM marks improvement sessions for the test with respective faculty in a group will be conducted online. So that students can get a wider perspective of the topics. Here you can discuss your evaluated copies also with the faculty.
Instruction:
- Attempt both questions
- The test carries 30 marks.
- Write Each answer in 150 words.
- Any page left blank in the answer-book must be crossed out clearly.
- Evaluated Copy will be re-uploaded on the same thread after 2 days of uploading the copy.
- Discussion of the question and one to one answer improvement session of evaluated copies will be conducted through Google Meet with concerned faculty. You will be informed via mail or SMS for the discussion.
Question #1. Public administration has an ambiguity that defies definition. It can only be understood dynamically and in relation to the changing tasks of the government. Comment.

Question #1. Public Administration has an ambiguity that defies the definition. It can only be understood dynamically and in relation to the changing tasks of the government. Comment. (Statement of Gladden)
Ans - Traditional definition of public administration considers it as a process of function and does not include the fundamental problems of society. With the inclusion of studies of public policy, it has become essential for scholars to study and understand the subject matters of public policy (making & implementation). It is a fundamental area of study. Therefore, the Public Administration is not only related to the process of function but to the issues of societies also.
By analysing the different definitions of Public Administration We find that there is an absence of uniformity among Scholars. Some scholars define it from a subject matter view when some of them define it as technical knowledge. As a matter of fact, it is not possible to define Public Admin. perfectly as that of physics or science. So, ambiguity is found in the definitions of Public Admin. given by different scholars.
Hence it needs to be understood dynamically and is related to the changing tasks of Govt. as said by Gladden. The function of Govt. are largely the reflection of the aspirations of people which are ever-changing. In the present context, the Pub. Ad. has incorporated multiple approaches like - Public Choice Approach, Pluralism, Elitist approach, Communist Approach etc.
Question #2. The ideas of Wilson may seem to be childish or ordinary but his ideas strengthened the ideological and theoretical base for administrative reforms in the 19th Century of America. Critically examine.
Ans - Woodrow Wilson, noted political scientist, president of America, and Father of Pub. Adm. was influenced by the ideas of Admond Burke, Waltor Beghot, Richard Alley, who are famous political Science Scholars. He proposed the need to separate Public Admin from Political Science, thereby emphasising the essential need for effective implementation in his famous article "The study of Administration" in 1887.
In his article, Wilson proposed the need for administrative studies to attain efficiency, economy and effectiveness in the implementation functions. As well as to develop the economy in administration and theories of execution. He also emphasised the comparative and historical study of administration to understand the difference between democratic and non-democratic Govt. and their functions. He said that without being influenced by the idea of murder, One can learn to Sharp a knife.
Wilson emphasised the scientific study of administrative Science. He said that Pub. Ad. is a detailed and systematic execution of the law. Every particular application of the law is an act of administration. He considered that it is harder to run a constitution than to frame it. So the development of the science of administration is essential.
Wilson's contribution is politics - administration dichotomy. He said that politics is the will of the people and administration is the implementation of that will. But on the other hand the proposed interdependence between the two also. He said politics decides the function of administration; Administration provides essential information and advice for the policy formulation and also implements policies. He said that politicians and administrators are interdependent and happen to be two wheels of the same cart.
Wilson has been criticised that he suffers from dilemma and dichotomy. Dwight Waldo called it a "serious contradiction" in Wilson. He did not suggest anything about how to study public administration. How could it be made a science also has not been suggested.
Apart from all limits his contribution to conceiving public admin. as a separate discipline is very significant, that led to various administrative reforms in America during the 19th Century(Peter self)

- Every round of Answer writing initiative will be around a theme related to the Subject/Topic.
- Please read the theme and its description, and try to cover the topics given within the theme before writing the answer along with the sources.
Step 2 (Answer Writing):
- Questions will be uploaded on the portal on the scheduled date at 7:00 AM.
- You have to write your answers on an A4 size sheet leaving margins on both sides based on the UPSC pattern.
- Mention your name, email id, location, and phone number on the 1st page in the top right corner and the page number on each page.
- After writing the answers, Click pictures of each page of your answer sheet, merge them all in a single PDF and upload them in the upload section of the same question.
- Kindly submit your written answers before 7:00 PM. Only the first 100 copies will be considered for evaluation. No request for late submission or evaluation will be entertained once the 100 mark is reached.
Note: Answer sheets without the proper guidelines given above will not be accepted for evaluation.
Step 3 (Copy Evaluation): Copies will be evaluated in the next 72 hours of the test date. After evaluation, copies will be uploaded into your account. During the copy evaluation period, doubt clearing and discussion about the theme or topic of the test with respective mentors of the test will be done in the telegram group.
Step 4 (Mentorship): Evaluated copies will be sent to you via mail and also uploaded into your account on the website. After that a mentorship session for the marks improvement with respective faculty will be conducted on the Google Meet, so that students can get a wider perspective of the topics. Here you can discuss your evaluated copies also with the faculty. Top 5 copies of every test will be shared in the telegram group for reference.
Note: Aspirants who have not written the test can also participate in the mentorship session.
