PM’s promise for sub-categorisation of Madigas

Context

GOI will be setting up a committee to consider the sub-categorisation of the Madiga community in Telangana within the Scheduled Castes category.

About

Madiga’s

  • The community constitutes at least 50% of the total Scheduled Castes in Telangana, with the 2011 census putting the total SCs at a little over 15% of the population of the State.
  • They are a Telugu caste from southern India. They mainly live in the states of Andhra Pradesh, Telangana and Karnataka, with a small minority in Tamil Nadu.
  • Madigas are historically associated with the work of tannery, leatherwork and small handicraft, most are agricultural labourers.
  • They are categorized as a Scheduled Caste by the Government of India.

What’s the demand and promise?

For years, the Madiga community has said that the benefits of reservation under the SC category has been cornered by the Mala community.

Several commissions have been set up to look into these demands, including under Justice P. RamachandraRaju in 1996, and later under Justice UshaMehra in 2007, both in favour for sub-categorisation.

What is Sub-categorisation?

  • Sub-categorisation or creating categories within castes for reservation would ensure “equitable distribution” of representation among all concerned castes (SC/OBC) communities.
  • This is based on factors like socio-economic status or other criteria like population, representation etc.
