  • Discussion of the question and one to one answer improvement session of evaluated copies will be conducted through Google Meet with concerned faculty. You will be informed via mail or SMS for the discussion.

Model Answer

Question #1. Globalization has post new challenges to Public Administration. Comment.  10 marks (150 words)

Approach:

  • Brief info about globalization.
  • Challenges it poses to PA.

Public administration is facing new challenges due to the impact of globalisation. These are:

  • A growing need for negotiation skills among sovereign States
  • Changed role of bureaucracy from managing to facilitating economic activities
  • An organisational, managerial culture which stresses performance and result oriented management (There is a demand for managerial skills of adaptability, cooperation and creativity)
  • Focus on managerial leadership and expertise which has been necessitated by the demands of negotiations, mediation, and sensitivity to human rights and diversity
  • Emergence of e-government, where all countries have been executing major initiatives to tap the vast potential of the Internet for improving and perfecting the governing process
  • Need for a comparative perspective wherein, in response to the new global reality, public administration must effectively utilize a comparative outlook that incorporates non-western as well as more developed systems.

 

Question #2. Waldo was the chief architect of New Public Administration. Analyse. 15 marks (250 words)

    Approach:

    • Highlight the contribution of Waldo,
    • Examine factors other than Waldo
    • Conclude.

    NPA came in the backdrop of failure of welfare state. Instrumental view of PUB AD – Bureaucracy not accountable to public, only instrument in hands of politicians.

    In this backdrop, NPA came up under leadership of Waldo, where young scholars revolted against the old ones & emphasized on discretionist view – B is accountable to people & society because they derive power from Constitution.

    NPA is contribution of Waldo –

    1. He presided over Minnobrook 1 & helped in setting a new trend in pub ad
    2. He believed in pol – ad fusion – which was one of the themes of NPA &discretionist view
    3. He acted against fact value dichotomy of Simon – he was against positivism or one best way of classical theorists & also anti behaviouralsim – which were reflected in NPA

    But it was not chief contribution of Waldo because –

    1. The values – relevance, social equity, change, value laden B – suggested by Frank Marrini
    2. Golembweiski – relevance, social equity, change, values, progressive society, anti hierarchy, anti positivism, anti technical
    3. Waldo was one of the young scholars who brought the revolution.
    4. NPA also declared “pub ad as pub ad” – thus declaring its independence from both pol science &mgt science

            It was the congruence of a movement which had established pub ad as a separate discipline in 1887.

            It was the collaboration of scholars coming together against orthodox or traditional public admin, thus not the chief contribution of any one scholar but the collaboration of many.

    1. It discussed emerging issues of pub ad –including CPA & DA.

    Thus, though Waldo presided over Minnowbrook 1, he was rather first among equals rather than the sun of NPA solar system.
