Dichotomy) and 2nd phase (1927-37: Emphasis or principles of Administration), which evolved an understanding that cooperation between politics and administration is needed to ensure effectiveness of task performance in the perspective of good of people
• During the 3rd phase Simon criticized administrative principles by calling them proverbs / naturalistic fallacies.
• Simon rejected the idea of dichotomy and recommended an empirical approach to study public administration. Thereby advocated a behavioral approach to make it more scientific discipline.
