The Odisha Public Service Commission (OPSC) conducts the Civil Services Examination (CSE) to recruit candidates for various administrative positions in the state government of Odisha.
The Odisha Public Service Commission (OPSC) has recently released the updated exam pattern and syllabus for the OCS exam. Here we are providing details from OPSC Exam notification.
ELIGIBILITY:
- Citizenship- A candidate must be a citizen of India.
- Age limits:
- A candidate must have attained the age of 21 years and must not be above the age of 38 years as on the 1st day of January, 2022, i.e. he/she must not have been born earlier than 2nd January, 1984 and not later than 1st January, 2001.
- The upper age limit is relaxable by 05 (five) years for candidates belonging to S.C/S.T./ S.E.B.C./Women/ Ex-Serviceman and by 10 (ten) years for PWDs whose permanent disability is 40% or more.
- Persons with Disabilities belonging to SC/ST/SEBC category are eligible for cumulative age relaxation benefit.
- Educational Qualification:
- A candidate must hold a Bachelor's Degree from any University incorporated by an Act of the Central or a State Legislature in India or an Educational Institution established by an Act of Parliament or deemed to be a University under Section-3 of the University Grants Commission Act, 1956 or a Foreign University approved by the Central Government from time to time.
OTHER ELIGIBILITY CONDITIONS:
(i) He/she must be able to read, write and speak Odia and have-
- Passed Middle School Examination with Odia as a Language subject; or
- Passed High School Certificate or equivalent examination with Odia as medium of examination in non-language sUbject; or
- Passed in Odia as a language subject in the final examination of Class-VII from a School or Educational Institution recognized by the Government of Odisha or the Central Government; or
- Passed a test in Odia in Middle English School Standard conducted by the School & Mass Education Department of the Government of Odisha.
(ii) A candidate, who has more than one spouse living or in case of a woman candidate, if married to a person having one spouse living, shall not be eligible for appearing at the examination, unless the State Government has exempted his/her case from operation of this limitation for any good and sufficient reasons;
(iii) Government Servants, whether temporary or permanent, are eligible to applyprovided that they possess the requisite qualifications and are within the
NUMBER OF ATTEMPTS:
Every candidate appearing at the Civil Services Examination, who is otherwise eligible, shall be permitted 06 (six) attempts at the examination: Provided that -
- There shall be no such limit for the S.C. and S.T. candidates.
- The number of attempts permissible to candidates belonging to Socially & Educationally Backward Classes, who are otherwise eligible, shall be 09 (nine). This relaxation will be available to the candidates, who are eligible to avail reservation applicable to such candidates.
"Provided further that claim for relaxation of upper age limit to exhaust the number of attempts admissible under this rule shall not be permitted in any circumstances".
NOTE: 1. An attempt at a Preliminary Examination shall be deemed to be an attempt at the Examination.
- If a candidate actually appears in anyone paper in the Preliminary Examination, he/she shall be deemed to have made an attempt at the Examination.
SCHEME AND SUBJECTS FOR THE PRELIMINARY AND MAIN EXAMINATION
- Preliminary Examination:
- The Examination shall comprise of two compulsory Papers of 200 marks each and each paper shall be of two hours duration.
- Both the question papers shall be of the objective type (multiple choice questions).
- The General Studies paper-II of the Civil Services (Preliminary) Examination will be a qualifying paper with minimum qualifying marks fixed at 33%.
- The question papers other than language and Literature shall be set in English. Candidates must answer the papers in their own handwriting and the facility of Scribe or Reader as the case may be, may be allowed by the Commission to the candidates with disability having physical requirement and functional classification as may be prescribed by the Government from time to time. Besides, compensatory time of twenty minutes per hour wherever applicable shall be permitted to such candidates by the Commission.
Detailed Syllabus for the Preliminary Examination
Paper I
- Current events of national and international importance.
- History ofIndia and Indian National Movement.
- History ofOdisha and Odia Nationalism.
- Odisha and Indian Geography-Physical, Social, Economic Geography of India and the World.
- Indian Polity and Governance-Constitution, Political System, Panchayati Raj,
- Public Policy, Rights Issues, etc.
- Economic and Social Development-Sustainable Development, Poverty, Inclusion, Demographics, Social Sector Initiatives, etc.
- General issues on Environmental ecology, Bio-diversity and Climate Change that do not require subject specialization.
- General Science.
Paper II
- Comprehension;
- Interpersonal skills including communication skills;
- Logical reasoning and analytical ability;
- Decision making and problem solving;
- General mental ability;
- Basic numeracy (numbers and their relations, orders of magnitude, etc.) (Class X level), Data interpretation (charts, graphs, tables, data sufficiency etc. Class X level)
Note-It is mandatory for the candidate to appear in both the Papers of Preliminary Examination for the purpose of evaluation. Therefore a candidate shall be disqualified in case he or she does not appear in both the papers of Preliminary Examination.
- Main Examination:
(I) The written examination shall comprise of two parts, I.e., Part-I and Part-II consisting of the following papers:-

(ii) Precis writing.

(v) Translation from English to the Odia Language and vice-versa.
