Global South: The term global South generally refers to countries classified by the World Bank as low or middle-income that are located in Africa, Asia, Oceania, Latin America, and the Caribbean. It is a fashionable term of the aspirational Third World — “Global South”.
Change in Indian official outlook: The main factors responsible for this are: the persistent unwillingnessof the Big Five (the US, Russia, China, France, and UK) to reform the UN; Western deglobalization; disinterest in the reform of multilateral financial and trade organizations; Failure on the part of the US, EU, China, and Japan to address the problem of mounting external debt burden of developing countries; the impasse on climate change.
