GHAR Portal: A digital platform to reunite missing children with their families

Context

In the battle against child trafficking plaguing India, the GHAR Portal emerges as a digital beacon, spearheaded by the National Commission for Protection of Child Rights.

Background

NCPCR and Its Mission:

  • Established in 2007 under the Commission for Protection of Child Rights (CPCR) Act, 2005.
  • Apex body in India dedicated to safeguarding children’s rights, implementing the UNCRC.

 Roles and Responsibilities

  • Conducts reviews of laws, policies, and programs for children’s rights.
  • Inquiries, monitoring institutions, research, and awareness activities are part of its functions.
  • Manages the Right to Education (RTE) Act and the Protection of Children from Sexual Offences (POCSO) Act.

GHAR Portal: A Strategic Initiative:

  • Launched by NCPCR on 20th November 2022, coinciding with Universal Children’s Day.
  • Addresses the severe issue of child trafficking, emphasizing human rights and safeguarding the nation's future.

Key Features of the GHAR Portal:

Digital Tracking and Monitoring:

  • Tracks children in the Juvenile Justice system for repatriation.
  • Ensures efficient monitoring of progress.

Digital Transfer of Cases:

  • Facilitates quick transfer of cases to relevant authorities.

Language Assistance:

  • Requests for translators/interpreters/experts from concerned State Government.

Checklist Format:

  • Identifies hard-to-repatriate children or those not receiving entitled compensation.

Linking to Government Schemes:

  • Provides a list of government schemes for proper restoration and rehabilitation.

Integration with Track Child Portal:

  • Connected with Track Child Portal and CCTNS for tracking missing and found children.
  • Allows citizens to report missing or sighted children through "Khoya-Paya."
