What is the Citizenship Amendment Act?

  • The Citizenship Amendment Act, or CAA, enacted in December 2019, seeks to provide Indian citizenship to persecuted non-Muslim migrants from Bangladesh, Pakistan, and Afghanistan who arrived in India on or before December 31, 2014.
  • These migrants belong to Hindu, Sikh, Jain, Buddhist, Parsi, and Christian communities.
  • The government argues that these religious minorities faced persecution in the three Muslim-majority countries, making it India's moral duty to offer them refuge.
  • The CAA is noteworthy as it marks the first instance of granting citizenship based on religion.
  • In March this year, the government notified rules to implement the CAA.
